WHAT'S THIS ABOUT?

In 2020, Westcliffe voters approved a 1% sales tax increase to help fund Capital Improvements, which included improvements to our streets, sidewalks, curbs, alleyways, parks, equipment, municipal buildings, and other items. The voter-approved increase put our sales tax rate at 3%, the same rate as Silver Cliff’s. However, unlike Silver Cliff, without another voter approval, our rate expires on December 31st, 2024.

IMPROVEMENTS

From street and park improvements, to equipment procurement, the 1% sales tax has driven positive change in Westcliffe.

Every year, these funds have contributed to projects that benefit every resident, from children enjoying newer sidewalks to all of us driving on smoother roads.

This isn't a blank check. In 2020, Westcliffe voters approved a 1% sales tax increase to help fund Capital Improvement. Our past records are open for all to see, and you will know where every penny goes. Our 1% rate increase expires on December, 31st, 2024 and we would appreciate your vote to renew it.

We received $1,439,649.55 in sales tax from the beginning of the voter-approved tax. Total capital improvements for the same time was $2,595,442.91.

For every $100 of property tax that a Westcliffe property owner pays, only 80 cents is given to the Town of Westcliffe. In total, 76% of the Town of Westcliffe’s revenue comes from sales tax. It makes sense to have the people who use the town’s roads, shops, and infrastructure, whether they are residents or not, contribute to the town through our sales tax.

Continuing the 1% sales tax helps the town maintain the financial stability necessary to continue making improvements to the streets and parks.

 

The roads will remain smooth, and improvements can be made quickly. We can continue improving our parks' restrooms, playground equipment, pavilions, and tennis courts.

 

We will be able to continue applying for larger grants that require matching funds.

WHO PAYS?

One of the main benefits of continuing our 1% sales tax is that it is paid by everyone, visitors and residents, who shop in our town. The tourists and visitors who use our roads, parks, and amenities will also be contributing to the improvements.

WHY DOES MY RECEIPT SAY 3%?

2% for General Fund:

Covers utilities for town buildings, street lighting.

Pays salaries and benefits for town employees.

Maintains streets (pothole repairs, striping) and parks (sprinkler repairs, tree care).

 

1% for Capital Improvements (Approved in 2020):

Funds new construction and repairs: streets, sidewalks, curbs, gutters, alleyways.

Enhances parks and town-owned equipment.

All projects are approved by the Board of Trustees.

TRANSPARENCY & CONTROL

All revenues from the 1% continuous sales tax must go to capital improvements. Our records are open to the public so that all can see what work has been done and what is scheduled. The 1% continuous sales tax also qualifies for multiple grants from agencies that who request matching funds for larger projects.

WHAT HAPPENS IF THE CONTINUOUS 1% TAX DOESN'T CONTINUE?

If the continuous 1% sales tax doesn’t continue, Westcliffe's ability to fund town improvements will diminish, making it more challenging to complete projects and extend timelines. This includes chip sealing the roads, adding new sidewalks and curbs that are safe for all, and enhancing our parks.

 

Westcliffe residents and visitors deserve to have the best experience when enjoying our parks. Without the continuous 1% sales tax, the park's restrooms won’t be updated and new tables and benches can’t be added.

 

Town maintenance won’t be able to be done easily and efficiently if new equipment can’t be purchased. This includes new street sweepers. These keep debris out of the gutters so water can drain properly and prevent drain clogs.

TOWN EQUIPMENT

Our wonderful town maintenance employees work daily to maintain Westcliffe and help with improvements.

 

Their equipment is used so much that the wear and tear can be too much. New equipment is needed. Without the 1% sales tax, equipment can’t be purchased and the town won’t be able to be maintained properly. You can find the full list of needs on our website.
