PROJECT: RMS-I Westcliffe Powell Avenue Sidewalk Improvements

NOTICE
Bid proposals for the above project will be received by the Town of Westcliffe (Owner) electronically via email to townmanager@townofwestcliffe.com until the Bid Deadline above. Immediately thereafter, the bids will be publicly opened and read aloud.
In general, the project consists of removal of asphalt pavement, installation of curb & gutter, sidewalk, curb ramps, and hot mix asphalt patching, pavement markings, and miscellaneous items as indicated in the Bid Documents.
A single prime bid will be received for the work. It is the Bidder’s responsibility to verify whether any addenda were issued. Addenda must be acknowledged by the Bidder in the Bid Form.

BID SECURITY
Bids must be accompanied by a bid security in the amount of 5% of the maximum bid amount. Bid and bid security may not be withdrawn if awarded and must submit within 15 days of notice of award.
Bid security will be retained if the Bidder is awarded the Work and fails to execute the Contract and furnish 100% Performance and Payment Bonds.
CONTRACT PERFORMANCE SECURITY
Per CDOT Standard Specification 103.03 Requirement of Contract Bonds, the successful bidder shall furnish a Contract Performance Bond. Each bond shall be in a penal sum equal to the nearest integral one hundred dollars in excess of the sum of the original bid items. The bonds and the security shall be acceptable to the Town of Westcliffe. The Performance Bond shall remain in effect for a period of 2 years after completion of the project.
PROJECT FUNDING
This project is to be financed by a grant from the Revitalizing Main Streets program and shall be referred to as RMS-I Westcliffe Powell Avenue Sidewalk Improvements project. Bidders shall comply with all applicable standards, orders, or regulations issued pursuant to the Clean Water Act of 1970, Federal Water Pollution Control Act, and Contract Work Hours Standards Act.
The Town of Westcliffe, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

QUALIFICATIONS
Bidders shall be experienced in this type of work and should be prequalified with the Colorado Department of Transportation for work in the class and amount of their bid.
